In Philadelphia, building and zoning permits are now only available through the online filing system known as eClipse. Prior to the shutdown, an applicant could walk into the Municipal Services MSB Building and file a permit application and meet an Examiner to get all your questions answered and make sure you are filing the appropriate application with the necessary information. Now everything must be done electronically without assistance.
